Condenser problems, fan won’t start.

So I came home a couple days ago and it was 82 degrees inside. I tried turning the ac system off and on but the condenser would not start at all, I checked on it and it was pretty hot. I have been looking online for remedies and I have tried a couple. First I re-wired the fan motor separately to 220V and it worked fine. Next the capacitor was definitely shot, bulging and had no ohms when tested. So I bought and installed everything back. Turned everything on and was feeling hopeful when the compressor kicked on, I waited but the fan never started.

 
 

It is now 85 degrees and I’m losing hope. 😦 I might have to bite the bullet and call out a technician. I would greatly appreciate anyone out there that has any advise, or would help me troubleshoot through steps.
